I think this is highly debatable.
As Squall himself stated during the Timber mission, if Rinoa was really serious about the freeing of Timber then you’d think she’d really spend time working on planning or gathering supporters, or at least finding people who felt the same passion that she did (because the two people she worked with were clearly incompetent on purpose, and thus did not care enough to put their lives on the line). She wouldn’t just plop on the ground and decide to go with the first plan that came to mind— she’d put some real effort into making sure what she did would work with the least bit of repercussion.
And also, if this was really the case and she was so greatly concerned with the world’s situations, then you’d think that after going through the Timber mission, the Sorceress parade, D-District, AND the taking back of Balamb Garden, that maybe…just maybe…she should learn how to defend herself properly, because that pinwheel is about effective as setting her dog on enemies. She had plenty of time, and spending so much time in Garden, you’d think she could ask someone to teach her— even if it was just a cadet.
What did she spend her time doing? Pestering Squall. Great idea Rinoa.
Also there’s the fact that if she had actually bothered to listen to Squall instead of insisting on being in a situation she had no training for, then when Galbadia Garden attacked she wouldn’t have been stuck on cliff and forced Squall to waste time rescuing her that could have been spent saving cadet lives or even getting a head-start into breaking into the other Garden. Huh…sort of like the Sorceress’s parade where she decided to take everything into her own hands based on some shady info she got…
Don’t get me wrong…I do, on occasion, like headstrong characters. But Rinoa is not just headstrong; she’s oblivious and unreliable.

Anyway, my two cents. You can argue all you want, but having spent so many hours playing this game through a couple times, I highly doubt you could change my mind on the matter.
